Antecedent Development Closes Financing and Begins Construction on Historic Liminal Project in Louisville’s East Portland Warehouse District

October 27, 2025, Louisville, KY — Antecedent Development is proud to announce the successful closing of all
financing for its Liminal project, enabling construction to begin on the transformative redevelopment
in Louisville’s East Portland Warehouse District. This milestone marks a significant step forward in
revitalizing the area and delivering much-needed attainable housing to Downtown Louisville.
“Renovating the historic Liminal building is about more than bringing new residences to the
Downtown area — it’s about honoring the East Portland Warehouse District’s industrial heritage
while helping to address the city’s housing shortage,” said Kappie Farrington, partner at Antecedent
Development. “This project represents a long-term commitment to supporting the East Portland
Warehouse District’s revitalization and ensuring that Downtown continues to grow as a vibrant,
inclusive community.”

Designed by WorK Architecture and built by Weber Group, Liminal converts a beautiful historic
warehouse into 138 attainable apartments and nearly 20,000 square feet of commercial space,
offering premium amenities and direct access to the Waterfront Park expansion, jobs, and
entertainment in a rapidly revitalizing neighborhood. Designed to honor the district’s industrial
heritage, Liminal leverages innovative financing, including historic tax credits and low-interest
economic development loans, to deliver quality housing at rents affordable to households earning
80% of Area Median Income. The project is a cornerstone of the district’s ongoing transformation,
supporting Louisville’s priorities for downtown revitalization, adaptive reuse, and housing
affordability.

“We’re grateful to our project partners, including our Co-Developers Gill Holland and Gregg
Rochman, Louisville Metro Government’s leadership and staff, Stock Yards Bank & Trust as our
senior construction lender, DHA & METCO as subordinate lenders, LP investors Wes Murry and
MCF Advisors, Community Trust Bank as our KY State HTC Investor, and Foss & Co. as our Federal
HTC Investor. We could not have made our vision for Liminal a reality without them,” said Peter
Goergen, partner at Antecedent Development.

Construction is now underway, with completion anticipated in 2027. Antecedent Development
remains committed to fostering partnerships and delivering impactful projects that support
Louisville’s growth and vitality.

“This METCO loan reflects our commitment to revitalizing Louisville’s historic neighborhoods while

“For our family, this project hits close to home. My father, Tom Weber, and my uncle, Donny Weber,
both grew up in the Shawnee neighborhood, just a few miles from where Liminal stands today.
Weber Construction has been proud to build in the Portland community for years — from the
original renovation of the Portland Museum to Painters Row across the street, and now the new
AHOY Children’s Museum. We’re honored to be part of another project that continues the
neighborhood’s growth and momentum. Liminal represents what we care about most: preserving
Louisville’s history while investing in its future.”
Max Weber, CEO, Weber Construction

“It’s incredibly rewarding to help a historic building evolve in a way that honors its past and supports
the community it’s always belonged to. It’s been a pleasure working alongside Antecedent and
Weber Group getting to this point and we can’t wait to deliver a thoughtful project to Portland.”
Mitchell Kersting, Founder, WorK Architecture + Design

“As a Kentucky domiciled firm, it’s special when you can invest in projects within your local
community that have the potential to shape the future of a neighborhood. We are proud to be part of
this project and look forward to seeing Liminal come to life.”
Dave Harris, Co-Founder & CEO, MCF Advisors LLC

“We are excited to be a part of such a worthwhile project in this historic neighborhood.”
Ricky D. Sparkman, Regional President/EVP, Community Trust Bank

that not only preserve architectural character but also meet real community needs. We’re honored to
provide the federal historic tax credit equity to help bring attainable housing and renewed vitality to
the East Portland Warehouse District.”
